MINUTES OF THE COMMUNITY AND POLICE LIAISON GROUP

TIER 2 BOROUGHBRIDGE LOCAL AREA POLICING GROUP MEETING HELD AT ALDBOROOUGH VILLAGE HALL

ON MONDAY 5TH JUNE 2006

 

1.   The Chair (Martin Leather) welcomed all those present:

2.   Apologies were received from: David Roberts – Boroughbridge Primary School,  Rajinder Richards – North Yorkshire Police Authority.

 

3.   Minutes of the meeting held on 6th March 2006 – it was agreed that the minutes were an accurate record of the meeting.

 

4.   Matters Arising

 

(a)   Insp. Craig Linton agreed to contact Toni Ramsay, Town Clerk Boroughbridge Town Council to advise of the police contact for the Boroughbridge Emergency Committee.

 

5.   PC Chris Garbutt – Automatic Number Plate Recognition (ANPR) – Due to official duties PC Garbutt was unable to attend the meeting.  It is hoped that he will be able to attend the next meeting.  Insp. Linton described the ANPR system to the meeting. Explaining that a camera reads car number plates and the information immediately goes to the police national computer and data is compared.  The setup is very labour intensive but very successful.  The system in North Yorkshire has the top arrest rate nationally.  In North Yorkshire there is one mobile camera and four static cameras.

 

6.   Police Related Matters

(a)   PC Waite reported the following crime figures for the shown wards during the period 3/4/06 to 5/6/06:

(b) Sgt Crocker reported on the wards south of Boroughbridge:

(c) It was agreed that the meeting would still like crime figures to be reported at the meetings.

(d) The Chairman asked Sgt Crocker about an incident that was reported in the press advising that it had taken armed police 90 minutes to arrive at the incident.  It was explained to the meeting that the article did not give all the facts and the information given was misrepresented.

(e) An abandoned car was reported just off the A59 at Kirk Hammerton.  Sgt Crocker would look into the matter to see whether the car in question causes an obstruction.

(f) The Chairman asked why police officers responsible for certain wards were not advised in the Local Policing leaflets distributed to households.  Insp. Linton advised that villages do know who the officer is responsible for their village and that nothing is set in stone.

(g) Concern was expressed about the safety of the Horse Show held on the A59 Moor Monkton Show Field.  Concern was expressed with regard to the safety of traffic on the A59.  The matter would be looked into with the relevant agencies.

(h) An e.mail had been received from Boroughbridge Town Council advising that the Town Council was not happy that Minskip now came in the Knaresborough Neighbourhood Polcing Area and not Boroughbridge.  Insp. Linton advised that common sense would prevail and the nearest police in the area would be sent to incidents.

(i) The Chairman pointed out that the electorate in the area south of Boroughbridge was bigger than that of the area to the north but only one officer covered the area south of Boroughbridge.  Sgt. Crocker advised that the police do have some concerns about the size of the area and the matter will be reviewed.

(j) The Police Authority are seeking the publics views on the amalgamation of Police Forces.  Questionnaires were distributed at the meeting and are available on the website www.nypa.org.uk or alternatively by contacting Gina Allen on 01765 641839.  The consultation will end on 31 July 2006.

 

7. Report of Tier 1 Meeting held on 9th April 2006 – The Chairman reported that the enhanced neighbourhood policing teams were in place from 3 April 06.  Martin Leather will be meeting with the Chairman from Knaresborough and Ripon Tier 2 meetings to sort out which parishes should go to which Tier 2 meeting.   Any parish council or individual who had views on the amalgamation of police forces should write to the Home Office before 11th August 2006.

 

8. Neighbourhood Watch Report – Don Paton reported that the Harrogate and District Neighbourhood Watch had not worked out how to align with the new ward areas.  12 new schemes had started since the last meeting.  There were now 750+ schemes in the district.  Don Paton emphasized the importance of people reporting incidents, people should report and not hesitate using the appropriate telephone number eg. 999, 6060247 or the Crimestoppers number 0800 555111. 

 

9. Any Other Business

(a) Insp. Linton reported that the knife amnesty was happening in the district.

(b) The Mobile Police Van could be booked on the North Yorkshire Police website www.northyorkshire.police.uk.

(c) The Chairman reiterated the importance of reporting information to the police and suggested that a reminder could be included in Parish Magazines or Church Magazines.

 

10. Date of next Meeting – The next meeting would be held on Monday 4th September 2006 in Aldborough Village Hall.
