1. Welcome
The Chairman welcomed everyone to the meeting and gave greetings for 2006
2. Apologies
The Clerk reported that she had received apologies from Cllr. J. Burton, Cllr. D. Grinstead and P.C. Neil Waite.
3. Declaration of Interests
There were no declarations of interest.
4. Minutes of the last meeting held on the 15th November, 2005
The above minutes were read and approved proposed by Cllr.Fearnside, seconded by Cllr. Collins
Since Cty Cllr J. Watson and Dist. Cllr. N. Wilson could not stay for the entire meeting it was agreed to discuss the items appertaining to them first..
Picnic
Area
Cty Cllr. Watson referred to his correspondence offering the Parish Council £300 towards our proposed improvements to the Picnic Area this can now be increased to £500. This would cover the cost of the new picnic bench, two bollards plus installation costs. Cty Cllr. Watson requested that the completed application form should be sent to him direct. The Clerk agreed to do this.
Grass
Cutting
Cllr. Collins gave a report about grass the cutting tendering and that one had been accepted. NYCC would contribute £521.21 towards the cost. A circular letter has been received from NYCC Starbeck enquiring about the grass cutting of greens and common land. Cllr Collins is dealing with this and informing Mr. Davey at Starbeck.
Local
Development Plan
Dist. Cllr. Wilson gave a brief update on this and volunteered to take up any issues we might have.
These were the only issues involving Cty Cllr. Watson and Dist. Cllr. Wilson so they left the meeting. The meeting then preceded with agenda items.
Nu-Era

Cllr. Fearnside reported that he was still investigating this matter.
Hedge
Riverside Gardens
It was reported that in response to the Council letter to Highways Department that the hedge had been cut the weeds in the area remove.
Drains
Boroughbridge Auto and Hill View
The Clerk reported that she had written to the Highways Department reporting the possibility of blocked drains it would appear that they have now been cleared.
Picnic
Area
Councillor Gill reported that he had removed the dead tree from the Picnic Area and had replaced it. It was agreed that one new bench and bollards to close the area when needed were to be purchased. This equipment will be installed by volunteers from the Parish Council. It was hoped that this work could be done by Easter. Cllr. Gill has removed the old posts and rails.
Cottages
The council decided to provide non slip protection to the outside steps. It was agreed that 10 non-slip plates should be purchased at a cost of £16.00 per plate. It was agreed that these plates should be fitted by volunteers from the Parish Council.
The Clerk was requested to contact Slingsby Advantage and order the following goods
10 x TS600 100/ G anti slip treads @ £15.50 each
2 x SB24R Bollands @ £131.00 each
The above expenditure was proposed by Cllr. Fearnside, seconded by Cllr. Gill.
Parking
on pavements on Leeming Lane
The Clerk read out an e-mail she had received from P.C. Neil Waite, informing the Council that he is still observing the above situation. He stated that offenders will receive a ticket if there is an obstruction and an officer attends. The Clerk requested to write to Mr. Ken Major (Highways Department, Starbeck) to enquire what progress, if any, had been made regarding signage etc. to improve Leeming Lane
Speed
Limits on Leeming Lane/Village Road Safety Schemes 2006/2007
As yet we have not had an allowance for this.
Wires
on telegraph pole opposite Back Lane
The trailing wire had now been removed.
Tow
Paths
It was reported that the Tow Paths have been inspected by Joanne Cootes (PROW Officer North Yorkshire County Council) and a representative from The Environment Agency along with representation from the Parish Council. It was agreed that there is a stretch of banking which is eroding making the footpath potentially dangerous. NYCC have agreed to fence the stretch temporarily and that the Environment Agency looking into the possibility of installing pilings and then back fill to reinstate the footpath. The Clerk was requested to follow this up.

Broken drain 20 Riverside Gardens
The broken drain had been replaced but Yorkshire Water has not yet replaced the broken stop tap cover.
Dog
Fouling Bins
A letter has been received enquiring whether or not the Parish Council would like another dog fouling bin. The Clerk to request that one is provided next to the phone box.
HBC
Notice Board re info Council Tax
HBC re displaying notices regarding Council Tax. She was requested to reply stating our willingness to do this and also informing them of the Notice Board in the Coronation Hall.
Standards
of Conduct Office Deputy Prime Minister
No action required.
7. Financial
Clerks
Report
The Clerk reported the following Bank Balances:
Current Account £1,869.60
High Rate £2,637.46
The Clerk had expenses amounting to £23.88
There was also a bill for Chester Analytical for £240.00 this was for soil sampling in the Play Area
The above expenditure was proposed by Cllr. Gill, seconded by Cllr. Fearnside.
Discussion then took place on the Parish Precept it was agreed unanimously that a Nil return should be submitted.
8. Planning

Waterside 2 storey extension granted
Mushroom
Farm - some objection to the conversion of an office into a bungalow.
Rose
Villa there were no further developments.
9. Sub Committees
· Joint Parish Council Meetings
It was reported that outline Planning Permission had been granted for the Rose Manor development.
· Market Town Initiative/Boroughbridge & District Community Partnership (Community Conference 19th January)
There was nothing to report on this apart from Cllr. Fisher and Cllr. Collins was going to attend the meeting tomorrow.
· Neighbourhood Watch Update.
Cllr. Collins reported that he had not been able to acquire any more information packs. The launch of the scheme has been further delayed.
· Police Liaison
There was nothing to report.
· Play Area
The soil sampling has been done and everything is in place to start work whenever the commuted sums have been received for the Maltings Development. This will amount to £19,000; Officers from Harrogate Borough Council are in touch regarding this matter.

· Maltings disruptions/progress
The disruption from the above development seems to be settling down.
It was agreed that a welcome pack should be prepared for all new residents. This pack should include information about the school, church, Coronation Hall, Parish Council etc. Cllr. Fearnside volunteered with the help of Cllr. Grinstead would oversee the compilation of such a booklet.
· Rose Cottage Rent
The Clerk was requested to obtain a new Application for Registration of Fair Rent.
· Dog Fouling
The Clerk requested to write to the Dog Warden enquiring what progress is being made in the Parish..
· Xmas Lighting.
It was agreed that the Christmas lights round the roundabout was a big success. It was agreed that the display would be greatly enhanced with lighting over the bridge. The Clerk was requested to write to Richard Wilson, Chamber of Trade offering him our support in pursuing this.
There being no further business the meeting closed at 8.45p.m.
